Mayor Isko Moreno Declares Garbage Crisis on Day One, Launches Massive Clean-Up Drive in Manila


On his first day back in office, newly re-elected Mayor Isko Moreno wasted no time addressing what he called a “garbage crisis” in the City of Manila. Following the abrupt termination of contracts by two private garbage hauling companies, piles of uncollected trash quickly became a major concern across several districts.



In response, Moreno urged the Manila City Council to declare a state of health emergency, citing the urgent threat to public health and sanitation. “We need immediate action. This is no longer just about aesthetics — this is a public health concern,” he said.

City workers immediately sprang into action, launching a city-wide clean-up campaign. From A. Bonifacio Avenue cor. Tagaytay at the city boundary to major thoroughfares like Lagusnilad Underpass, United Nations Avenue, and Taft Avenue, government personnel were seen power-washing sidewalks, scrubbing grime, and removing waste.



Photos and videos posted online showed city workers in full force, removing what Moreno described as the “libag” (deep-seated dirt) and “banil” (stubborn grime) from Manila’s streets.


Clean-up crews were also deployed to Plaza Miranda in Quiapo and along R10 in Tondo — known hotspots for congestion and litter.



“We are going to bathe every corner of our city,” Moreno declared. “We will not stop until every street, sidewalk, and underpass is cleared of dirt and garbage.”


The aggressive campaign underscores Moreno’s promise to restore cleanliness and order in the capital following the three-year term of former Mayor Honey Lacuna. As he begins his comeback term, Moreno is clearly setting the tone for a hands-on, action-oriented administration.
