This was announced by Manila City Mayor Francisco "Isko Moreno" Domagoso in a press conference on Thursday, September 12, at the Cultural Center of the Philippines.

"'Yung tinatamasa ng mga mayayaman ay tatamasahin na rin ng mga mahihirap. Ito ang ating paraan ng pagpapahalaga ng kultura at sining," Domagoso said.
On the other hand, the Manila City Mayor quipped that he has never watched a performance by the Philippine Philharmonic Orchestra before because it was "expensive."

"'Di pa ako nakakanood ng Philharmonic. Mahal kasi hehe," he said in jest, adding that the group's performance is expensive not just because of the price but also because it's "world-class."

The event will be organized by the Manila Tourism and Cultural Affairs Bureau (MTCAB).
