Conducted in partnership with the Philippine Statistics Authority (PSA), the CBMS data targets vulnerable households nationwide. However, the DSWD emphasized that inclusion in the initial list does not guarantee automatic enrollment; candidates must pass a thorough verification process to ensure they fully meet the program's eligibility criteria.

Target Beneficiaries and Eligibility

To qualify for final registration, potential beneficiaries must meet the following criteria:

CBMS Identification: Must be identified as low-income households in the latest PSA CBMS assessment.
DSWD Verification: Must successfully pass the secondary validation conducted by DSWD field personnel.
Program Criteria: Must meet all core statutory requirements of the 4Ps program, including having pregnant members or children enrolled in school.

The DSWD also issued a strict public warning against fixers and scammers, reminding citizens that the entire enrollment and assessment process is completely free of charge. No individual or group is authorized to collect fees in exchange for guaranteed inclusion in the program.
