Pasig City Mayor Vico Sotto on Monday alleged the existence of a “systemic” and “multi-stage” corruption scheme in government infrastructure projects, naming top flood control contractors that he claims are owned and controlled by the family of his former political rival.
“Dear Pasigueños, This morning, PBBM presented the Top 15 DPWH Contractors for Flood Control Projects. You may have noticed that Alpha & Omega is Top2 and St. Timothy is Top3; these companies, along with others including ST. GERRARD, are all owned and controlled by the DISCAYAS.
Ngayon, unti-unti nang nalalaman ng taumbayan ang buong katotohanan.
As the president told them during the SONA, ‘MAHIYA NAMAN KAYO!’”

Sotto went on to outline what he called “THE 6 STAGES OF CORRUPTION”:
“(1) Procurement/bidding pa lang maaaring may anomalya o collusion na;
(2) Sa project implementation mismo, maaaring SUBSTANDARD, o gaya ng sabi ng Pangulo mismo nung SONA, ‘yung iba ay GUNI-GUNI lang’;
(3) May mga SOP o porsyento na diumano’y umaabot sa mahigit kalahati ng project cost (Mayor Magalong and Sen. Lacson have both talked about this recently);
(4) May corruption na mga sa proyekto, hindi pa nagbabayad ng tamang buwis sa BIR;
(5) Kulang din ang binabayaran nilang business taxes sa LGU. Yung isang kompanya, top contractor, pero nagdeklara sa LGU ng ZERO gross revenue. Grabe, diba?;
(6) Pag master na ang 1-5, papasok na rin sa politika. Yung 1% ng nakaw ibibigay sa tao bilang ‘tulong’ Para magmukha silang mabait… buti na lang puro talo kandidato nung taga-Pasig, pati sa Partylist.”
The mayor, who defeated Sara Discaya in the last mayoral race, emphasized that these practices were widely known in government circles.
“Pasigueños, it may be difficult and even dangerous, but let’s do our part in exposing and ending these systemic practices of corruption,” Sotto said, adding that the city will send all information and “red flags” to President Ferdinand Marcos Jr. and pursue legal action to collect “MILLIONS IF NOT BILLIONS OF PESOS” in alleged unpaid business taxes.
He stressed that recovering these taxes would give Pasig enough funds to build a new facility for the judiciary and national government agencies “nang wala nanamang binabawasan mula sa ibang programa.”

The mayor hinted at further revelations, saying:
“Pls take note, hindi pa po ito lahat. Ngayon ngayon lang may nagpadala sa kin ng mga kontrata ng ELITE, na sa kanila rin pala. Meron din akong nakitang tungkol sa nasirang Malabon-Navotas Navigational Gate… Pag may nakita po kayo na isa mga sumusunod, sa kanila rin yun.”
As of press time, the Discaya family and the companies named by Sotto have not issued any public statements in response to the allegations.
