Typhoon Crising Threatens Northern Luzon: PAGASA Warns of Heavy Rains, Strong Winds, and Coastal Hazards


Tropical Depression Crising continues to churn over the Philippine Sea, maintaining its strength as it slowly approaches Northern Luzon.



According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), Crising was last located 545 km east of Baler, Aurora, with maximum sustained winds of 55 km/h and gusts reaching up to 70 km/h.

The system is moving west-northwestward at 30 km/h and is expected to intensify into a tropical storm tonight or by early Friday morning.


A potential landfall in mainland Cagayan by tomorrow evening (July 18) is not ruled out, with the storm possibly strengthening into a Severe Tropical Storm before leaving the Philippine Area of Responsibility (PAR) by Saturday afternoon.



Tropical Cyclone Wind Signal No. 1 Raised Over Multiple Luzon Areas

PAGASA has raised Tropical Cyclone Wind Signal No. 1 across several northern and eastern provinces, warning of minimal to minor wind-related threats. Affected areas include:

  • Cagayan Valley (including Batanes, Babuyan Islands, Isabela, Quirino, parts of Nueva Vizcaya and Aurora)
  • Cordillera Administrative Region
  • Ilocos Region
  • Parts of Central Luzon and Bicol Region (including Catanduanes and northern Camarines Sur)

Winds of 39–61 km/h are expected within 36 hours in these areas, potentially causing light damage to structures and vegetation, particularly in upland and coastal areas.



Southwest Monsoon Intensifies

While Crising threatens Luzon, it is also enhancing the Southwest Monsoon (Habagat), bringing strong to gale-force winds and intermittent heavy rains over the following regions:

Today (July 17): Batangas, Quezon, Bicol Region, MIMAROPA, Visayas, Zamboanga del Norte, Camiguin, and parts of Mindanao

Tomorrow (July 18) to Saturday (July 19): Metro Manila, Central Luzon, CALABARZON, Visayas, Zamboanga Peninsula, and other parts of Mindanao

The public is advised to remain vigilant for flash floods, landslides, and localized flooding, especially in flood-prone and mountainous areas.


Coastal and Marine Risks: Storm Surge, Rough Seas

Crising also poses a threat to coastal communities, with storm surges between 1.0 to 2.0 meters expected in low-lying areas of Cagayan, Babuyan Islands, Isabela, and Ilocos Norte over the next 48 hours. PAGASA warns that these surges may pose life-threatening risks, especially during high tide.

Mariners are strongly discouraged from setting sail, particularly in the eastern seaboards of Northern Luzon and Palawan, where sea conditions could reach up to 4 meters in height. Moderate to rough seas are also expected across several other coastal areas in Luzon, Visayas, and Mindanao.


Forecast

Crising is expected to continue gaining strength as it nears Luzon. A potential shift to Signal No. 2 or 3 in more areas is possible depending on the system’s rate of intensification.

Forecast Track Highlights:

  • July 18 (Friday): Possible landfall in Cagayan in the evening
  • July 19 (Saturday): Crising may reach Severe Tropical Storm category before exiting PAR


Public Advisory

Authorities are urging the public, particularly those in areas under Signal No. 1 and along the projected path of Crising, to prepare for heavy rains, floods, and landslides. Local disaster risk reduction and management councils are on alert for preemptive evacuations and emergency response.

Residents are encouraged to follow updates from PAGASA, local government units, and official weather bulletins. The next advisory will be issued at 11:00 PM tonight.
