Despite the widespread suspension, Executive Secretary Bersamin clarified that government agencies responsible for basic, vital, and health services, as well as those involved in preparedness and response duties, are mandated to continue their operations. This ensures the uninterrupted delivery of essential public services, particularly crucial during weather-related emergencies.
Furthermore, non-vital government employees of the affected agencies and all other government employees may be authorized to implement approved alternate work arrangements, provided these adhere to existing laws, rules, and regulations.
The memorandum also empowers local chief executives in other regions to implement localized cancellations or suspensions of classes and/or government work, based on their respective localized assessments and pursuant to relevant laws and regulations.

For private companies and offices, the decision regarding the suspension of work remains at the discretion of their respective heads.
The continuous heavy rainfall is part of a persistent habagat surge, which has already led to flood and landslide warnings across various parts of Luzon, as reported by PAGASA earlier this week. The preemptive suspension aims to minimize risks and ensure the safety of the public.
