In a landmark move for animal welfare in the country, the City Government of Makati officially opened its state-of-the-art Animal Care Facility in Barangay Olympia. Touted as the first of its kind in the Philippines, the facility is designed to provide comprehensive care not only for beloved pets but also for impounded animals, setting a new standard for local government commitment to animal well-being.
Makati City Mayor Abby Binay spearheaded the initiative, emphasizing the city's dedication to fostering a safe and pet-friendly environment. "We are honored to be the first local government unit to open this facility, which is dedicated to the care and protection of animals," Mayor Abby stated during the inauguration.
She added, "With this facility, we hope to promote greater awareness for animal welfare and promote a culture of care, love, and concern for them in our homes and in our communities."

Located on Sultana Street in Barangay Olympia, the new center is meticulously equipped with specialized features that prioritize the health and safety of its animal occupants. It boasts a dedicated consultation room, two surgery rooms, two recovery rooms, and two food preparation rooms, ensuring that all aspects of animal health, from preventive care to post-operative recovery, are addressed. The facility also includes ventilated rooms with cages distributed across two levels, designed to provide humane housing for impounded animals.
Mayor Binay underscored the city's commitment to responsible pet ownership, announcing that impounded stray animals will be put up for adoption. "We want to encourage Makatizens to be responsible pet owners and treat them humanely. With the services that we offer, there should be no reason for neglecting their pets. Being a responsible pet owner also means being mindful of one’s responsibilities in a community,” she explained. The city maintains active partnerships with animal welfare advocates, including the Animal Kingdom Foundation and Biyaya Animal Care, to support these efforts.
Beyond its role as a shelter for impounded animals, the facility offers a wide array of services for pets and their owners:
- Free consultations every Monday.
- Free vaccinations (first dose provided free, subsequent doses at an affordable rate).
- Free deworming (first dose provided free, subsequent doses at an affordable rate).
- Microchipping services available from Tuesday to Friday.
- Free spaying and castration services offered on a pre-scheduled basis.
The new center will also serve as the permanent office for the Veterinary Services Department (VSD), streamlining the issuance of vital certifications such as Meat Handler’s Licenses, Veterinary Inspection Certificates, and Veterinary Health Certificates for pet travel.
