Taguig family claims Sinas ‘harassment’; NCRPO defends him

NCRPO chief, officials seek to evict family in Taguig
A family in Taguig has condemned what it calls harassment by members of the National Capital Region Police Office (NCRPO), including chief Major General Debold Sinas.

In a Facebook post, Arles Delos Santos said that a "battalion" of police arrived at their house and started to dismantle their gate.

“Hindi kami nagtaka kung bakit pero ang gusto namin ay mapayapang dayalogo, papel para sa legalidad ng kanilang ginagawa at kaligtasan ng aming pamilya,” he said in his post.

Delos Santos said he collected documents about their property to show to the police. While coming out, he noticed that Sinas was also there.

“Ipinakita namin ng kapatid ko 'yung papeles namin dahil may pirma siya doon mismo na walang papeles ang PNP para gumamit ng lupa na 'to.  Samantalang kami, kumpleto ng kopya ng titulo, certificate of occupancy at S.P.A. mula mismo sa may-ari,” he said.

Delos Santos added that he saw several personnel taking pictures of them, so he also pulled out his phone and started to film the incident. However, a police officer snatched his phone.

“Ganoon kakapal ang mukha nila. Kaya nilang kuhanan ng litrato ang mga sibilyan na tulad namin pero sila na may kasamang S.W.A.T at armado, hindi pwede?” he said.

“Wala silang kahit anong papel na ipinakita sa amin kung bakit sila dumating, nagbaklas at basta-basta na lamang kumuha ng litrato,” he added.

According to Delos Santos, they wanted to engage in a peaceful dialogue with the police but the authorities kept on shouting at them, as can also be observed in the viral videos.

He added that he tried to take back their documents from the police but authorities refused. One of the police even tried to hit him, Delos Santos said.

“Inambahan ako ng suntok ng pulis na si 'Rodriguez' kahit maayos ko namang hiningi ang papel,” he said.

Delos Santos said that the police have have been visiting their place in an attempt to drive them away from the property. He said that their actions of the police have been traumatic for his siblings.

“Halos araw-araw mayroong mga pulis na pumupunta sa bahay namin at pinapaalis kami at walang SOP o papel man lang na maiprisinta,” he said.

“Nakikipag-usap kami nang maayos pero gumagamit kayo ng dahas. May trauma na mga kapatid ko sa nangyayari dito sa amin,” he said.

He also said that Sinas and the police teams treated them like criminals, when they only wanted a peaceful dialogue to discuss their concerns.

“General Sinas, takot ang dinala ninyo sa amin at ng isang batalyong kasama mo. Nakikipag-usap kami nang maayos pero dahas ang ibinibigay ninyo sa amin,” he said.

“Sibilyan kami at walang armas pero kung itrato niyo kami, akala mga criminal,” he added.

NCRPO statement

The NCRPO released a statement on Sunday defending the police teams involved in the incident.

It said that Sinas, along with other officials including Southern Police District director Police Brigadier General Emmanuel Peralta, conducted an inspection of the old RDSU building on Lawton Avenue in Taguig City on Saturday with a view to converting it into a quarantine facility for the PNP.

It also said that Delos Santos' father, Arnel Delos Santos, is an illegal occupant of the motor pool building next to the RDSU building and barricaded the parking area to keep them out.

The NCRPO said that the elder Delos Santos is a former Police Executive Master Sergeant (PEMS) who retired from the PNP in November 2018 and brought his entire family to live with him in the motor pool quarters.

It further said that the RDSU building and the motor pool building and parking garage are inside a lot owned by the Southern Police District.

“The use of the area consisting of several hectares was covered with a memorandum of agreement between the Southern Sector and the Philippine Navy and is still valid and being honored by the Philippine Navy and the AFP [Armed Forces of the Philippines] until today for the exclusive use of Southern Police District and NCRPO,” it said.

“Sinas ordered the removal of the barricade such as barbed wires, old tires, and planks of woods so that RMFB,DMFB, Regional Engineering personnel of the NCRPO can have access to the motorpool parking area,” it said.

According to NCRPO, Delos Santos’ family told them the area is owned by the AFP and they have the right to reside in the property.

“Papers presented to Sinas were all photocopies of their invented complaints against the law enforcers,” NCRPO said.

“Even further worse, retired PEMS Delos Santos did not show himself to RD SINAS during the inspection this afternoon, he just fronted and baited his sons, daughters and PWD male son to make it appear that they are being violated,” the NCRPO said.

According to NCRPO, other personnel already vacated the structure “because they understood the law and the importance of the project.”
