Work from home 'win-win' for employees, employers: solon

Allowing Filipinos in the private sector to work from their homes is a "win-win situation" for both employees and employers, said Camarines Sur Rep. Luis Raymund Villafuerte Jr. on Sunday.

"Enabling people to work at home will enable them to work better," he said over ANC's "Dateline."
"Employers don't need additional work space, don't need to spend on power...They don't need a new office. They can just hire people who can work from home."
Villafuerte is the principal author of House Bill 7402 or Telecommuting Act, which would allow employees in the private sector the option to work outside the office through telecommuting.
The bill was approved by the House of Representatives on third and final reading.
Under the bill, employers can offer a telecommuting program to employees on a voluntary basis and both sides must agree upon certain terms and conditions.
These shall include compensable work hours, a minimum number of work hours, overtime, rest days and entitlement to leave benefits.
"All labors laws will protect employees working at home. All the benefits that a regular employee will be enjoying will still be provided," Villafuerte said.


The upper chamber has already approved a counterpart measure, which is Senate Bill 1363 or the Telecommuting Act of 2017.
"This is innovative and will generate employment. Hopefully, this will digitize work processes in companies," the lawmaker added.
Villafuerte said they will tackle the bill once the 17th Congress resumes on July 23.
"As soon as we open, I'll really push for this...Senate has already approved a counterpart measure. In less than a month, I think if we all work together and calendar this, this can pass," he said.
