The Philippine Amusement and Gaming Corporation (PAGCOR) has taken a firm stance against pervasive gambling promotions, issuing a directive to all its licensees, suppliers, system administrators, and gaming venue operators to immediately dismantle all gambling advertisement materials, including those displayed on public transportation.
In a memorandum issued on Monday, July 7, 2025, PAGCOR emphasized that moving forward, only institutional or responsible gaming campaigns, with the explicit approval of PAGCOR, will be permitted. The agency has given all stakeholders until August 15, 2025, to fully comply with the order and remove all gambling-related advertisements.

As part of the directive, licensees and operators are also required to submit a comprehensive inventory of their existing billboards and wallscape advertisements by July 16, 2025. This inventory must include detailed information such as the size, material, specific location, expiration date of rental contracts, and corresponding Ad Standards Council (ASC) permit numbers.
PAGCOR Chairman and CEO Alejandro Tengco articulated the agency's rationale behind the move. “While PAGCOR is mandated to regulate the gaming industry and generate revenues for nation-building, we do not want to encourage a culture of gambling addiction,” Tengco stated. “Regulating excessive and pervasive gambling advertisements is a critical step in protecting vulnerable sectors of society, especially the youth.”
The agency further stressed that the replacement of dismantled advertisements with new gambling promotions is strictly prohibited, reinforcing its commitment to a more responsible advertising landscape for the gaming industry. This measure marks a significant shift in PAGCOR's approach to gambling promotion, prioritizing public welfare over extensive commercial visibility.
