2024 Cities and Municipalities Competitive Index: Quezon City Tops Highly Urbanized Cities Rankings


The Department of Trade and Industry (DTI) has released its 2024 Cities and Municipalities Competitive Index (CMCI), a comprehensive ranking system that evaluates the overall competitiveness of local government units (LGUs) across the Philippines.



The CMCI measures competitiveness based on five pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and Innovation.

This year, Quezon City leads the list of highly urbanized cities (HUCs), followed closely by Manila, Pasay, and Muntinlupa. The rankings reflect the strides these cities have made in key areas of development, as highlighted by their scores across the five pillars.

Top 10 Highly Urbanized Cities in 2024


1. Quezon City

Overall Score: 60.75

Ranked high in Infrastructure (1st) and Innovation (2nd), Quezon City’s strong emphasis on modern infrastructure and fostering an innovative environment helped secure its top spot. The city also performed well in Resiliency (3rd) and Government Efficiency (4th).



2. Manila

Overall Score: 56.66

Manila excelled in Government Efficiency (2nd) and Economic Dynamism (3rd), showcasing strong fiscal management and a vibrant local economy. Its strategic location and historical significance continue to attract investment.


3. Pasay

Overall Score: 56.40

Known for its bustling entertainment and commercial districts, Pasay ranked 2nd in Infrastructure and 3rd in Innovation, proving its status as a hub for business and tourism.


4. Muntinlupa

Overall Score: 53.59

Muntinlupa showed significant strength in Resiliency (2nd) and Innovation (1st), making it one of the most forward-thinking cities in the region.


5. Iloilo City

Overall Score: 52.28

As the top city outside of Metro Manila, Iloilo continues to shine with the highest score in Government Efficiency. It remains a rising star in Western Visayas with consistent efforts in local governance and infrastructure development.



6. Cagayan de Oro

Overall Score: 51.35

The capital of Northern Mindanao, Cagayan de Oro led the rankings in Resiliency (1st), reflecting the city’s ability to adapt to natural and economic challenges.


7. Davao City


Overall Score: 49.82

One of the major cities in the Davao Region, Davao ranked well in Economic Dynamism and Government Efficiency, indicating a thriving local economy and good governance.


8. Makati City

Overall Score: 48.03

Known as the Philippines' premier business district, Makati remains strong in Economic Dynamism and Government Efficiency.


9. Pasig City

Overall Score: 43.73

Pasig continues to be a key player in Metro Manila, performing well in Government Efficiency and Resiliency.


10. Taguig City

Overall Score: 43.02

Taguig demonstrated notable improvement in Economic Dynamism, where it ranked 1st, and Innovation (7th). The city has become a growing center for business and technology.

2024 Most Improved Highly Urbanized Cities

This year’s rankings also featured cities that have significantly improved their standing from 2023 to 2024. Taguig City emerged as the most improved, jumping from 19th to 10th, reflecting its efforts in boosting economic activity and infrastructure.

  1. Taguig City: From 19th to 10th (+9)
  2. San Juan: From 33rd to 25th (+8)
  3. Lapu-Lapu City: From 29th to 23rd (+6)
  4. Baguio City: From 17th to 12th (+5)
  5. Butuan, Mandaluyong, Lucena, Angeles: (+3)

The CMCI rankings are determined by evaluating cities and municipalities based on five pillars:

Economic Dynamism: Measures economic activity and the growth of local businesses, employment generation, and revenue collection.

Government Efficiency: Assesses the quality of public services, tax collection, and overall governance.

Infrastructure: Examines the availability and quality of transport, utilities, and digital infrastructure.

Resiliency: Looks at disaster preparedness, financial stability, and the city's ability to recover from setbacks.

Innovation: Gauges how well cities support creativity, entrepreneurship, and the development of new ideas.
