Honor Graduates Exempted from Career Service Exam, Can Apply for Honor Graduate Eligibility


The Civil Service Commission (CSC) announced on Wednesday that college graduates who finish with Latin honors no longer need to take the Career Service Exam if they wish to pursue a career in public service. CSC Chairperson Karlo Nograles confirmed that honor graduates can instead apply for the Honor Graduate Eligibility (HGE).



“Summa cum laude, magna cum laude, and cum laude graduates no longer need to take the Career Service Exam as they may avail of the special eligibility. We are eager to work with these bright and fresh minds to bolster the quality of public service,” Nograles stated.

Eligibility Criteria for HGE

The HGE is available to:
  1. Graduates with Latin honors from conventional modes of learning with bachelor’s degrees recognized by the Commission on Higher Education (CHEd) or their respective Board of Trustees or Board of Regents.

  2. Graduates of open-distance learning institutions recognized by CHED with at least Level III accreditation in their conventional classroom or traditional mode of learning programs.

  3. Filipinos who graduated with honors from foreign schools can apply for Foreign School Honor Graduate Eligibility.

It is important to note that only Latin honors will be recognized for HGE. Other distinctions such as Highest Academic Distinction, Dean’s List with Distinction, and Honorable Mention are not eligible.



Application Process

The HGE is applicable for first and second level government positions that do not require the practice of a specific profession and are not covered by Bar, Board, or other laws. Graduates can file their application for HGE at the CSC Regional Office or Field Office that has jurisdiction over their academic institution or alma mater.

This development aims to encourage and facilitate the entry of top graduates into the public sector, enhancing the quality of public service in the country.
