LTO student permit to require 15-hour lecture starting April 6


The lecture must be taken under the LTO or any of its accredited driving schools.



If you or anyone you know will be applying for a student-driver permit anytime soon, then take note: Starting April 6, 2020, the Land Transportation Office (LTO) will be requiring all applicants of the said permit to take a 15-hour Theoretical Driving Course under the agency or any of its accredited driving schools.

This new policy is pursuant to Memorandum Circular No. 2019-2176. A section of the memo reads: “Student-drivers permit shall only be issued upon completion of a mandatory theoretical driving course to be conducted by LTO or its duly accredited driving schools for at least 15 hours and shall be completed within two years from start of the course.”
