In February, Duterte signed Republic Act 11216 declaring September 3 as a special working holiday to commemorate the surrender of Japanese Imperial Army General Tomoyuki Yamashita.

The surrender happened during World War II.

Yamashita yielded in Kiangan, Ifugao several weeks after the announcement of Japan's surrender on August 15, 1945. He was later found guilty of war crimes and sentenced to death in 1946.
